Search Engines Updates And Online Reputation(orm)

Sometimes I notice that some ORM agencies following fictional ORM approach to push down negative links from top search results. But while Google rolling out so many updates time to time to improve search quality, so how long will such strategies work? Should not the ORM agency be more focused on real and quality work?

    Are people paying for short-term or long-term results?
    Short-term, this tactics can work.
    Long-term, improving the business' community perception/service is the better path.
