Email Marketing Campaign Through Multiple Platform

I have been given the task to design an email marketing campaign with working functions of links which would be fine if it was going out to a database I have access to, but... I will be sending it to around 10 people, who will then be sending it to their own marketing bases of 100's of emails each.

I'm a graphic designer so making the campaign look good isn't the issue. I just don't know how or what to use in order to export it to the 10 people and how they will then send it onto their databases.

Also although there is a small budget, using an online builder/platform can become expensive and this is something I have to consider too.

Please help, this is ringing my brain!!

    I'd start by asking "the 10" what tools they use for their campaigns. Then, figure out which tools you have access to that can output into a format they can easily integrate.

    I'd opt for a simple, text-based solution with embedded links.

    The email could work fine as a promotion with any email program, or even if just sent from a standard email app (not an email marketing app). The links in the mail should all work.

    But what you would miss is the ability to track results. Is this something that you want to do?

    It would be something quite handy to be able to do yes, but I wouldn't personally have access to all of the results either so not a huge factor.

    The struggle is building the 'emailer' with clickable links and it not just becoming a flat image. Does that make sense?
