Question About Buying Names For Mailing List

Hi. I am very intimidated about asking this question because everyone is 10x smarter than I am...but I am banging my head against the wall trying to figure this out on my own.
Background: I want to direct mail a post card to a bunch of rich people in town. (target market). I went to INFOUSA and they asked for criteria and gave me a list of 800 first -last names and addresses.
Problem: The list is incomplete. (I Think) because it gave me the full names of the rich people, it skipped over the houses that "it" didn't have a name for. For example, lets 10 rich people live on RICH PERSON ROAD. Well, InfoUSA skipped 1/2 the people- .
(sigh)
My question...WHO can give me/where can I buy a list of just addresses for a specific zip code + 4, or specific demographics that is COMPLETE. I don't need the names.

    Thanks a lot. Can you help a bit more? Im not sure what you mean by county property appraisers website.
    I tried searching Dauphin County Appraiers and didnt see anything that gave me a database so to speak

    You can search the deed records. https://www.dauphinc.org/deeds/ allows you to get names / addresses for deed recording. My local county clerk's office also has a list of names/owners of all properties (for tax reasons) and that information may be available in your local public library. Call the reference librarian to get more particulars as well as the county recorder's office.

    I don't see myself as a God (not even close). I consider myself as someone who seeks to always learn a little more. I don't believe I am 10x wiser than anyone... I just see things in a different perspective.

    Now... to your trouble :-)

    Lists are always incomplete. At least the ones who are available for sale.

    And... they all have some degree of inaccuracy. That's just the way they are.

    No one will be able to guarantee you that their list is 100% accurate and complete.

    What I would do if I was in your place was to get a head start with the ones I know to be correct, and then work on 2 ways:
    - 1 - maintenance of their data
    - 2 - referral program or any other technique in order to get the ones I was missing.

    Lists are snapshots: what is true today, may not be tomorrow. People can go bankrupt in 24h and they can get rich in 24h. The film, it's up to you.
