How To Sell Entrepreneurship Training Like Hot Cakes To A Risk-adverse Audience?

Dilemma -
Do not have the money to achieve nationwide publicity. Note: It is a very conservative nation that needs either governmental approval or big brands they can recognise to buy-in.

    What you are proposing will be a large challenge. To be an entrepreneur, the person needs to be a risk taker. But you say the culture is one of risk aversion.

    Perhaps the way to do this is to segment the population. Your goal should be to find the people within this population who are willing to take a risk, and make this your niche.

    In other words, late night T.V. infomercials are DIRT CHEAP and a good place to find very bored people with an extra $20-$100 to blow on a "how to be an entrepreneur" system.
