Where are you located? Where to post definitely varies by the country you are in. And some local sites are quite good. For example, for the SF Bay Area, www.craigslist.org is often the first place that companies go to for job postings (instead of the large sites). Craigslist does have sites for many cities, but some do not get a lot of traffic yet as they try to grow (SF was their first one, so is probably their largest).

How technical a person do you want? If you are after someone who is very technical, I would recommend www.dice.com for positions in the US. I remember seeing an ad they did offering a free posting there - send me an email (my email address is in my profile) if you want me to look up the ad for you.

The company I am with works with companies who are hiring, so we have a bit of experience in various job posting sites. We also maintain a list of places where you can post jobs for free on our web site at https://www.helpUhire.com/Ref-FreeSites.html. If you want to get the word out to a larger audience, you may want to consider some of the sites and email lists listed there.

Number one in the Google rankings (under Jobs, USA) is https://www.bestjobsusa.com

They seem to have a fairly extensive marketing section going up to VP level.
