    Up to as much as you have and can borrow, but that may not make much business sense.

    That said, I suspect you real question wasn't how much someone could possibly spend, so I suggest that you rephrase your question so we can answer what you really want to know.

    You can spend as much as your want or you could spend none. What are you promoting? Who are you trying to reach? What is your goal? We need more info.
