First, you need to narrow your target. There are thousands of women in the MD area who are 25+. It will cost you a fortune to reach all of them, and you couldn't serve all of them if they responded anyway. Pick a smaller target and increase your closing ratio. (It's better to talk to 100 people and get 50 of them to become clients than to talk to 1,000 and get 10.)

Second, you need to identify the unique benefit you can provide to these women. It needs to be something that's really important to them that they are not getting today from other personal trainers, or some compelling reason why you can deliver it better than anyone else.

Once you have those initial positioning steps completed, we'll be in a much better position to help you. For example, if you decide to focus on a specific neighborhood, we can work out a way to personally contact people in that neighborhood. Or if you decide you want to target young moms who have pre-school age kids, we can come up with a way to reach them. Etc.

Trying to be all things to all women in MD over 25 is going to make you crazy (and broke).

mgoodman is right about narrowing your target.
After you get the region narrowed down (think driving distance) then take a look at your region closely.
Is it a commercial or residential district? Are you targeting women just getting off work, or Moms at home?
Then get a budget together. If you think it through, the best answers will probably come to you.
    Good Luck!

Submit articles to local papers as an expert in fitness. Conduct a one-day 'free outdoor fitness boot camp.'

Contact local business - corporate parks and offer training discounts for their employees - or offer group discounts.

    Hope this helps
