    At the risk of sounding like a smart alec, first, you'll probably need some airplanes. Sorry, I couldn't resist that, but my initial answer underlines the fact that your question needs far more detail.

    1. Which geographic areas or regions will you serve?
    2. Who or what will you fly (vacationers, business people, freight, charter)?
    3. Which airlines will you compete against?
    4. What are your overheads?
    5. Where will you be based?
    6. What's your range?
    7. What planes will you fly?
    8. What in-flight service will you offer?
    9. How will you fund your venture?
    10. Why should I fly with you and not Virgin, or British Airways?

    What sets your airline apart form every other airline? Given the costs of aviation fuel and insurance, and given the number of airlines that have gone out of business over the last year, how viable is your airline?

    Answer these questions and you'll give the contributors to this forum more information to help and advise you.

    There are still a lot of charter companies out there. My suggestion would be to work with them as they've already got 121 certificate (unless you're thinking 135?).

    Then, when you have developed the demand and reputation, start your own. Starting an airline is as easy as finding a few hundred million dollars and buying planes. There is ample qualified people looking for work.

    Again, find the charter company....and you can start tomorrow.
