Referral Fee From Clinics

I am running a healthcare rehab clinic and would like to offer referral fees to other clinics sending us patients.
How can this be worded or proposed to other healthcare clinics? How can I ensure that this is ethical?

    I'm not a lawyer. This recent article describes how NY bans fee splitting (https://www.articlesnatch.com/Article/How-Illegal-Fee-Sharing-May-Cost-You-...). Before you try to propose this arrangement, please seek the advice of legal counsel to ensure you don't cause legal headaches for either you or for other clinics.

    I don't think I am doing something illegal, it is just with doctors they sometimes don't like referral fees (the whole pharma thing). We are a heart rehab and prevention clinic so we would be offering a service not offered by hospitals or other clinics (dentists, naturopaths, physio, or chiropractors). More so my goal is to be ethical in my wording. Thank you
