Help Before My Business Gets Bankrupt???

I am an intermediary for medical insurance for expatriates in Cape Town. We have just opened a branch here and struggling to reach the expatriate market. We represent the best medical insurance companies and offer great benefits. Most of the expatriates have local medical aid and don't see the benefit of being covered with international medical insurance. I would like to reach the expatriates in South Africa as well as before they come into the country. What marketing strategy should i use and where can i find these expatriates? Please help marketing profs!
