Should The Client Receive Contact Info For Leads?

3 months were spent solely writing bios, company statements, etc. When it was time to develop partnerships, I requested the targeting of corporations. Without my knowledge she took this as a que to discontinue the press releases that were supposed to continue and that we spent 3 months working on bios/company statements for. (after only 1 submission)
The final 3 months of the contract she focused on developing relationships with corporations. She made about 25 contacts and was unable to make ANY meaningful connections. Upon termination, I requested the contact info for the companies contacted and she gave me only 5 names stating that she deleted the info for all the non-interested companies. I am certain that she knows people at a few companies, but not most of them.
Should I have received the contact info for these leads or not?
Is it negligent of her to discontinue the press releases and to delete contact info for the marketing leads?
